1) Editorial

How not to react at a roadblock.

HeeHoo and I must have driven through ten thousand roadblocks in our time in Zimbabwe. We travel a lot within the country and each 400km road trip must involve ten or twelve police roadblocks.

Generally when they see HeeHoo's glorious crop of silver hair, and a road worthy vehicle they wave us through but we have been stopped on numerous occasions.

There are certain protocols to be observed however at all police roadblocks. First of all be civil but not obsequious, if they see you are slightly patronizing, they will be quick to pick up on that. Secondly do not under any circumstance show anger, however unfairly you have been treated, they will make your life a misery thereafter.

Never ever mutter things like 'this is ridiculous' or 'this is nonsense', if you do, you are dead!! Take it like a man on the chin!!

I was caught by the cops yesterday for 'not stopping at a stop sign' Well If I had not stopped, I would have crashed into a car crossing in front of me, but no amount of remonstrating worked. Worse than that, I had not a cent on me, no driver's license, no cell phone and so I was persecuted beyond belief.

'I must find, the twenty dollar fine' they told me, I must walk to my house and collect it (only a five km distance!) I must phone a friend to bring me the twenty dollars'. I was not permitted to be served with an admission of guilt form and be allowed to pay later under any circumstances. A Spot Fine is after all a Fine on the Spot!!

I mentioned that I knew it was perfectly 'legal' to sign a 'confession' and pay later but that galvanized them into a burst of vitriol that spewed forth and took me completely by surprise.

'Are you saying we are not legal Are you saying the Force is not legal Are you saying the PRESIDENT is not legal
' raged the rotund 'Police' lady with the longest painted nails I have ever seen, all the while chewing gum visibly between her front teeth.

Taken aback I let down my guard completely and this offensive official actually reached into the car and deftly removed my keys from the ignition!! Accusing me of slandering the President she sauntered off with my car keys swinging from her long garish nails!!

A friend later said I should have shrieked 'Thief Thief!! Call the Police' but sadly I am not quick witted enough, so I stalked over and asked her exactly what she was doing. 'You will get your keys back when you find twenty dollars' she said coolly, even offering me her phone to call HeeHoo to bring the cash!!

By now her bright purple mobile phone was nestling in her hand, and I realised she was going to lend it to me to summon someone to bring me the all important twenty dollars, but instead she stated 'I have a recording of you saying that the President is not legal!'

Here I am, the self appointed mayoress of my suburb, the most law abiding person in the whole country, doyen of the coffee circuit, and I have been so cleverly tied up in verbal knots, and being accused of insulting the highest person in the land!!

I am seldom at a loss for words but by now I have been cleverly reduced to a quivering, slobbering mass of indignation, quite fearing for my life....

Wild horses would not allow me to 'find' twenty dollars at this stage so I slunk off to the car to lick my wounds and regroup. I asked her to call her superior and she sniggered that he was 'dead!!'

Twenty minutes ensued, whilst they coterie of cops sniggered at me, but after a while they got bored with baiting me and they sauntered over to the car and gave me my keys, saying I must never slander the President again!! Talk about putting words in one's mouth....

I was free to go at last (they were knocking off from their offensive traffic duty and did not need me hanging around any more!!)

So now you know how NOT to react at a police roadblock!! Be totally impassive. Take it on the chin! Do not react under any circumstances in any way. If you have the time, sit it out and let them have their moment of power.

P.S.
Today I drove down the exact road, stopped at the exact stop sign, and as I went around the corner there she was. She flagged me down, my legs turned to jelly, my bowels turned to water. I opened my window slowly, my heart palpitating in fright. Long bright red nails wagging, the memory of my keys still waving at the end of her accusing, confiscating finger!

The confiscated cars were lined up in rows, despair and defeat emanating from every window. I braced myself, girded my loins, squared my shoulders and sharpened my tongue!!!

THE MATOPOS 33 MILER ULTRA MARATHON

The Matopos 33 Miler was first run in 1963, along much the same route
as being used today, and is the only ultra-marathon in Zimbabwe. The
race starts in the magnificent Matobo National Park, in the heart of
the Matobo Hills World Heritage Site. In the cool early morning light,
the runners will wind deeper into the hills along the Circular Drive,
no doubt startling a few klipspringer and possibly a rhino or two!
They will pass around Malindidzimu, otherwise known as 'Worlds View',
and then swing north before exiting the park and leaving the hills
behind them. The remainder of the race sees the runners pass over from
the Limpopo to the Zambezi escarpment, and then onto the City of
Bulawayo. Avoiding the CBD, the race will finish at the Bulawayo
Athletic Club (BAC), with athletes completing the 33 miles, or 53 km
ultra-marathon.
The original Matopos 33 Miler was organised by the Raylton Rovers
Running Club (RRRC), and was won by Mr Charlie Chase (Germiston, South
Africa) in a time of 3hrs, 44 minutes and 56 seconds. Following the
successful re-launch of this event in 2013 by the Matobo Conservation
Society, PPC Zimbabwe will sponsor this truly historic marathon once
again in 2015.
In conjunction with the main ultra-marathon, a half marathon of 21 km,
a relay (5 runners by 10.6km each) and a 5km Fun run, will also be run
along the route, all finishing at BAC. Over 300 runners took part in
2014, with 20 sponsored water points en route.
Regulations
The race will be run in accordance with the regulations of the NAAZ.

The Museum in February

Wednesday 25th February at 1pm we will screen the movie - 'The Queen of trees' a wonderful documentary on the Fig tree, Ficus sycamorus , and the fig wasps that fertilise it.

Like the stolen car he is driving in circles, Cherif's life is going nowhere in a hurry. When he is arrested for the umpteenth time, Cherif's exasperated mother strikes a last-chance deal with a judge to send the troubled juvenile to live quietly with his aunt and uncle and attend vocational school. Cherif's earnest attempt to go straight is sending him directly to the doldrums, until he discovers that his even straighter-laced cousin Thomas is actually part of a local gang of taggers, who roam the night bombing walls and overpasses in the shadow of a mysterious tagger whose death-defying works have made him a legend.
An interesting movie of a slice of life of a teenager, very instructive for all publics.

Jean ( Bobby ) Bond

It is with much sadness that we say Good Bye to my aunt Jean ( Bobby ) Bond who passed away peacefully in her sleep at the Queen Mary Home yesterday afternoon ( Friday 27th ).., our thoughts go out to my mom, Joan Varkevisser, as well as my sister Sharon Smith and all the family in Bulawayo.., much love Daz, Barbara, Robert, Desiree, Grant, little Barbara.., gone, but never forgotten..

The Bulawayo Public Library is extremely grateful to the Australian Embassy through the Australian Ambassador, for renovating and refurbishing the children's section of the library at a cost of over $17 000. At the official hand-over the Ambassador emphasized how important it was for children to learn to use a library and so widen their education and general knowledge. In today's world, knowledge is power! In the meantime, the library has introduced story telling for young children on a Saturday morning. Please phone 60965 for more information. The Bulawayo Public Library was the first library to be built in this country in 1896.

The Bulawayo Public Library also has a mobile library as well as a branch at Ascot Shopping Centre, which has a good selection of children's books, educational books and fiction. However, the library has been struggling financially and its great plans to create a Resource Centre but to do this it needs Speed internet connection, more computers, Wi-Fi hotspot equipment and set up in order to access the information required by its readers. and funds to build the ASCOT LIBRARY were given by the Diplomats Spouses Committee some years ago. In order to attract more readers, young and old, the library is appealing to the generous Bulawayo public for a printer for the librarian's computer and help to pay for a hi-speed internet connection. Cape To Cairo Restaurant in Leopold Takawira Avenue, will be opened officially on the 13th March. Its aim is to offer good food, including breakfast, and nightly live entertainment. Pathfinder Coach Service will have merged with Intercape by the end of March and will continue with the Zimbabwe routes, including Victoria Falls. In the meantime Bravo Tours has a daily service to Victoria Falls departing from Amakhosi Cultural Centre in Basch Street. The charge for the mini-luxury coach is $16 one way.

Fly Africa now provides a daily low-cost service between Bulawayo and Johannesburg. It already has services between Victoria Falls and Johannesburg and Harare- Johannesburg. There will be a charge for any snacks or drink requested or overweight baggage.

Air Namibia flies from Windhoek to Harare and there is also a service between Windhoek direct to Victoria Falls.

Air China will soon be flying direct from Beijing to Johannesburg and then on to Cape Town. This is of interest to Zimbabweans, many of whom fly to China on Business and some, of course, on holiday

The City of Bulawayo has noted that there is an increasing number of rabies positive dogs and people who are beaten by stray dogs in the city.
Dog owners and the general public are hereby advised that, in terms of the Bulawayo (Dog Licensing and Control by Laws.
1. No person shall keep in the council area more than two dogs on any property measuring less than 2000 square meters.
2. No person shall allow his dog(s) to roam outside his premises without restraint.
3. Dogs shall only be kept where the property is securely fenced / walled and gated. (Hedge is not permissible.)
4. Dogs within Council area shall be vaccinated against rabies and licensed.
Please be advised that the City of Bulawayo, Zimbabwe Republic Police , Department of Veterinary Field Services and Society for the Prevention of Cruelty to Animals (SPCA) will be enforcing a TIE UP ORDER as from 23 February 2015 to 22 April 215. All stray dogs found during this period will be shot.
Dog owners with premises that are not secure are required to render their premises secure and those with more than the permissible number are advised to surrender the excess dogs to SPCA,Magazine Road, Thorngrove , before 23 February 2015.

Concerned Citizens - Lobbying against the Capture of Zimbabwe's wild animals for sale to zoos.

The Background
December 2014 - alerted by Johnny Rodrigues ZCTF of the capture of young elephant, lion and sable in Hwange - intended for sale to zoos.

January 2015 - A demonstration and March was organised (Kenesias Dambakurima) for mid-January. The planned march was called off when Police permission was not obtained. An attempt to hand a petition to Minister Kasukuwere (Environment) failed with the applicants being refused entry by security details. The petition was however received by Mr. Mzembi's office (Tourism).
February 2015 - On 5th February an Application for permission for a Public protest to take place on 7th February was turned down and an urgent appeal was lodged - to be heard on 7th. The volunteer SPCA officer and her lawyer from ZLHR, David Hofisi who submitted the request, faced a panel of over 25 (many in uniforms of the armed forces and chaired by the Police Chief, Harare). This formidable group included Chiefs from the Hwange area, representatives of CAMPFIRE and CIO as well as the President's Office. Several gave prepared statements as to the virtue of this capture before the application to stage a demonstration was denied.

A group of people met with the ZLHR lawyer at the Magistrates court on 7th February to hear the outcome of the appeal. It was deferred until 12th February. Having been refused permission to take photographs outside the Magistrates Court, the Police tried to stop the group. They bolted and decided to gather at a busy shopping mall to hand out leaflets and then walk around Unity Square in small groups so as not to contravene POSA (Chapt. 11.17) 'Cheerful' Elephant masks were used and these attracted the attention of members of the public who happily discussed the issue with activists... no members of the public admitted being aware that wild elephants, lion and sable were being captured in Hwange.

9th February 3 members of VAWZ, one SPCA Harare volunteer and 2 representatives from the Tourism Sector met with David Hofisi to discuss another date for a public meeting and March by those opposing the capture of wild animals for zoos. Following this a meeting was also arranged with Mr. Rodriguez primarily to thank him for exposing the situation and further to come up to speed with the responses from the International Community. Mr. Rodriguez confirmed that the secrecy surrounding the animals' present plight and their actual destinations is hugely worrying and partly explains the apparent lack of local reaction.

His discussions with Ed Lanca, Chairman of ZNSPCA confirmed that this project has the fullest backing of the Minister of Environment. (Kasukuwere) The Minister of Tourism (Mzembi) had on the other hand expressed his concern as to the damage this is likely to inflict on the image of Zimbabwe Vis a Vis Tourism. Mr. Rodriguez provided details of the voluble support being expressed internationally by renowned, concerned people from within Conservation, the scientific community as well as influential concerned individuals. He confirmed that the culture of fear which pervades the local business community has caused many to express private concern whilst being reluctant to go public. Loss of operating licenses (at the very least) are a genuine threat to any business seen to oppose Ministers in Zimbabwe. A copy of the Prevention of Cruelty to Animals Chapter 19:09 under which this issue falls was also made available by Mr. Rodriguez.

19th February a meeting was held with Ed Lanca, Chairman of ZNSPCA.

Mr. Lanca outlined the policy of ZNSPCA regarding the issue. ZNSPCA and all animal welfare issues are covered by the Prevention of Cruelty to Animals Act Chapter 19:09 which comes under the Ministry of Environment and Tourism. These ministries are currently separate - The Minister of Environment being Kasukuwere and the Minister of Tourism is Mzembi. Telephonic contact with Kasukuwere confirmed that the Minister of Environment is fully behind this capture, stating that the Government and Parks needed the money. Mr. Lanca suggested that since this Minister is also responsible for the administration of Chapter 19:09 including the appointment of inspectors, ZNSPCA risks all its' operations if it pursues this matter. Mr. Lanca's perspective about this issue being driven at ministerial level was also clearly expressed by representatives of two other organisations who requested anonymity, but have also discussed the issue face to face with Minister Kasukuwere. The ZNSPCA Chairman stated that any further action in terms of publicity or complaints driven by ZNSPCA will jeopardise the operation of SPCA's throughout Zimbabwe. The Minister has stated that this matter is one which is covered under CITES. Ed Lanca personally regrets the capture of these animals but since CITES effectively licences such operations he is unable to provide effective opposition. Until such time as CITES provides a new directive, this action remains legitimate. The ZNSPCA Chairman outlined the variety of crucial projects presently being carried out by SPCA's throughout Zimbabwe which range from rescue of rare animals such as python and tortoises, to the control of puppy vendors, dog fighting rings, vaccination and sterilisation programmes and shelters for stray animals - the extent of these operations are already placing enormous strain, both financially and physically, on the staff and volunteers of SPCA's nationwide. Mr. Lanca feels that these equally vital operations would all be compromised if further action is taken on the elephant calf issue by ZNSPCA. Mr. Lanca also made it clear that funding is required to engage in such issues and that whilst the international community are rightly incensed by what is happening, he said that ZNSPCA will not act until funding is received.

20th February: Meeting with Rowan Martin (Elephant Management Consultant for ZIMPARKS) Rowan Martin denied having played any part in the current project of capturing young elephants and stressed that his advice to ZIMPARKS is as follows:

1.Not to export elephants under 6 years of age.
2.Not to export wild elephants - rather domesticate them locally (a process which he says takes about a year and he has written the manual on how to domesticate them) and then export already trained elephants.
3.Any long journeys need to be made by air and not by sea.

In a nutshell Rowan Martin believes that 'Domesticated' adults are the valuable asset and not wild caught juveniles, although, of course wild caught juveniles are the starting point. He denied any knowledge of the Lion captures although he is aware of the Sable. He confirmed that ZIMPARKS have orders for over 200 elephants and that demand for these animals is almost unlimited and the Chinese buyers 'Are very rich and determined men'. He described the places that these animals are destined for as being 'like amusement parks.'

Rowan Martin outlined his relationship with an Australian Mr. Hank Jenkins who runs Creative Conservation Solutions and who has a 'Direct door into the Chinese Government.' Following the outcry to proposed sales in 2010 ZIMPARKS had agreed not to conduct such operations but they have been overridden by the Ministry of Environment in this case. He stated that he has not seen the elephants being kept at Hwange and agreed that these types of sales are in no way a solution nor an effective management tool for ZIMPARKS. Mr. Martin confirmed he had been interviewed for the Pro Hunting film 'The Pauper and the Elephant' made by Osprey Films (Zig Macintosh ) and that this film which was made in Hwange, caused a great deal of angst among 'the animal rights types.' Mr. Martin still feels that hunting is an important and legitimate way of utilising wild animals and has the potential to exceed the income generating capacity of photographic tourism. He confirmed his opposition to the Peace Park/Trans frontier Park notion in his approach to Elephant management, stating that the proponents of these Parks ignore the rights of local people to own the wildlife in their areas. Mr. Martin believes that local people 'need no skills' to make decisions about their wildlife and would learn from experience. He conceded that he has not had experience with Satellite Collaring although he was one of the first people to use radio collars on elephants and acknowledged that this technology is useful for answering specific questions. Mr. Martin considers it possible that the killing off of the oldest members of the majority of elephant herds may have substantially reduced the 'memory bank' relating to long migrations. Recent studies have shown that the average age of the oldest member of herds of African elephants is often half that of fifty years ago. Observations demonstrate that herds led by these relatively young females tend be less successful moving great distances in response to local water or food shortages, often incurring high casualties of young calves, whilst those led by old females sustain fewer casualties, appearing to move quickly through 'conflict zones' and seeming to choose 'safer' more appropriate resting areas. They also move in a far less random manner to new feeding and watering grounds. Could it be that culling (which traditionally targeted female herds) may have had yet another unforeseen influence on the ability of elephants to adapt to drought, local food shortages etc. through having lost their most experienced females Females which happen to have reasonable tusks are also hunted and would likely be the oldest females in any group.

Our meeting with Mr. Rowan Martin concluded with us asking him to continue dialogue after he has read and considered our argument, outlined in the document we have named 'Elephant Trade' (See Appendix 1).
