1) Editorial

BORN WITH A SILVER SPOON FIRMLY CLENCHED IN THE MOUTH

Remember those caricatures of burglars in the Enid Blyton books ? The ones with the burglar making off with a sackful of silver candlesticks and silver soup tureens ?

What a daft fellow he must have been. Pity the poor robber who breaks into our house and makes off with the silverware, doesn't' he know what a chore silverware is ? IT HAS TO BE POLISHED !!!

How sad I feel for Aunty Jane, her better half, Philly Macdee must have won dozens of silver beer tankards and tea sets, poor Jane must spend all day polishing them !! There are only so many you can give away for wedding presents these days.

Do you remember when we all went through the stage of giving and getting silver objets for Christening gifts ? Teensy little engraved silver bracelets and brooches for the girls, beer tankards and silver hip flasks for the boys, silver photo albums. Eeek if I see another silver photo album when I am a grandma (?) when all photos are kept on disc at any rate these days.

Of course there are different categories of silver, some tarnish more quickly than others, I have found that if i keep my silver in a cabinet it does not go black as quickly as those treasured pieces that are on the side board.

Silver is after all a walk down memory lane so one is reluctant to part with it. That silver tea set was given to Uncle George when he was Minister of Mines and lived in that dinky little paper house on Gaika Mine Hill.

We have some wonderful precious little objects d'art like an ivory and silver baton inscribed "Presented to the Conductress Mrs Maggie Edwards- Hardy by the Machen Ladies" Choir January 24 1908" .

This is a treasured heirloom of inestimable value but it has to be polished. We have an intricately carved hat pin, a superb filigree crochet hook, tiny elaborately engraved thistles to hold salt, thimbles that would only fit Thumbelina..... we could set a table and entertain HM The Queen with aplomb but we never use any of these ornate treasures ever !!

One would need a butler, a between stairs maid, and a footman to clean all this stuff if one used it at a dinner party !!

Well getting back to the modern robber, all he is interested in is forex, cell phones and lap tops !! He would not be seen dead carting away the seven kg candlesticks Aunty Millie got for her fiftieth year with the Bombay Women's' Institute !!

We do have some celebrated ancestry I must modestly confess, Ministers, Mayors, Consuls, Ambassadors, and they all received silver salvers, samovars and asparagus dishes, and they all bequeathed them to me !! Obviously none of the other members of the family wanted them !!

I keep on watching that Antique Roadshow BBC Prime where they value antiques. in the hope that I might have inherited some thousand pound treasure. I have endless books on antiques that I plough through, e-bay is my nemesis but to date I have found nothing of value except for those Toby Jugs that I never dare dust in case I break them !!

Oh well, I can get even with the kids one day when I die and leave them all these glorious artifacts to them for them to clean !!

WALKING CLUB

Petroc Trelawny...
... is a BBC Radio 3 announcer and producer who will be coming to the Bulawayo Music Festival in May to make a programme about the Festival and the Academy. He also wants to make a separate programme on the Rhodes Centenary Festival of 1953 and if anyone has memories of that remarkable event, please contact Michael Bullivant on music@gatorzw.co.uk as Petroc wants to meet and interview as many people who were there as possible.

School of Rock
The Academy is launching a School of Rock in February, headed by Tookie Androuliakos. The courses will be structured around the five main instruments found in a standard five-piece band: drums, bass guitar, rhythm/lead guitar, keyboards and vocals. The tuition will mainly be in modules, most of which are group based and the courses are open to anyone who is interested. The opening course on drumming will begin on Wednesday 10 February at a cost of $100.00 for an eight-week course of one-hour sessions, 2.30-3.30 p.m., the cost to include all hand-outs and back-up material. The all volunteer surgical team, Operation of Hope will once again be returning to St. Anne's Hospital this April, 2010 to take care of as many babies, children and adults that suffer from cleft lip and cleft palate conditions. All candidates must be on good health- no fevers, colds, etc. And, babies must be at least 3 months old.
All surgeries, medications, hospital and surgical fees are free. There is no cost to the patient if they are selected for surgery
Screening Day is Sunday, April 11th, 2010 Beginning at 8:30 a.m. at St. Anne's Hospital in Harare.
Surgery is scheduled for the following 2 weeks, April 12-16 and April 19-22nd, 2010.
Please feel free to distribute this information to as many churches, schools, pharmacies, family, friends or colleagues. Our goal is to help as many people as we can in these 2 weeks. In response to the scribe of the unsigned letter in Raspberries column of your latest Newsletter, under the heading of ZESA!!! Enough is enough!
The Executive Committee of ABUZ would like to respond thus.
We assume the scribe is not a member of ABUZ. If the scribe was, he/she would have been aware of the numerous challenges that have been pursued by the Association, on member's behalf, with various service-providers in the past year.
The main argument that we have used in all dialogue is that we should be 'Regionally and Nationally competitive' in all instances where service charges are raised - including rates, taxes, levies (if applicable), telephone and electricity tariffs and water charges; at the same time enjoying a level of service commensurate with such charges.
We have stood firm against uncompetitive, unaffordable, and in many instances, arbitrary increases in service charges; but in every instance we have sought through proactive dialogue, with the governing bodies concerned, to try and defuse every situation without having to resort to Legal Action.
Where Legal Action has been the last resort, through the sole efforts of ABUZ, as a representative Business Association, we have been instrumental in achieving reductions in rates to the benefit of not only our members, but indeed, all individuals using these services in the Country, including the scribe! Two such instances are Tel One and ZESA, the latter with whom we continue to negotiate.
For the record of the scribe, far from 'attacking' the Bulawayo City Council, we have set up regular and proactive dialogue sessions with the highest representative office within Council and have communicated our concerns to them. These have not been met with total resistance, but with what we believe to be a positive response - and we will continue to work constructively with Council to assist them in attaining acceptable goals to both Council and ratepayer alike. The scribe's statement is unfortunate and incorrect considering it has been made in the public domain, and is without substantiation.
ABUZ prides itself in being an Association representing a broad spectrum of businesses in Zimbabwe, and is non-partisan, apolitical, and multiracial. ABUZ believes in a high degree of communication to its members, of any information deemed to be of the slightest importance to them, such information being the back-bone upon which far-reaching business decisions may be based.
One such recent instance (of many daily mail-shots) was to make members aware that in terms of the Urban Councils Act, the public, within a prescribed period, could raise legitimate objections to proposed rates & tariffs tabled by the Bulawayo City Council for 2010. Such objections can only be made by legitimate rate-payers, in their individual or corporate rights - and cannot form a 'petition' as claimed by the scribe.
The 2009 rates currently being levied by Council are 'Regionally uncompetitive' and retaining them at the same level for 2010 will not alter this fact. ABUZ members are acutely aware of this, and were therefore informed of the legal channel to follow should they wish to object in writing, as these rates are impacting on their viability. Whilst the scribe might feel, that the domestic and commercial rates are at the correct level, a quick check regionally will disprove this by a few hundred percent.
As far as ZESA is concerned, we agree and sympathise with the public's predicament, though we must be mindful of the constraints they too are suffering, especially with lack of spares, overheads and concurrent expenditures - though we wholeheartedly agree, some proper regular feedback from them would be welcomed; as would be a totally equable load-shedding schedule; fair to all their customers, especially those in the domestic domain.
There are organisations and representative bodies that the public and business communities can join, ABUZ being one of them - and we strongly urge support of such organisations. We at ABUZ act in the best interests of our members in support of our charter which states 'In the interest of Zimbabwe business, ABUZ shall encourage, promote and protect the sustainable growth and development of business, and further enable free and fair practice of business by all'.
We respectfully submit, in view of the scribe's totally legitimate concerns, about ZESA, that joining one of these worthy organisations and positively contributing to the furtherance of the Zimbabwean Economy and the well-being of our citizens, would be well worth considering.

King George VI is very proud to announce that the film made about our Liyana Band has been nominated for an Oscar in the short documentary category! The film is called "Music by Prudence" but even we haven't seen it yet. Keep your fingers crossed for us and make sure to watch the Oscars on 7th March. Surely this is a first for Zimbabwe?

Graham has asked me to place this in Morning Mirror, he was very sad to hear of Sid's passing and wishes to pass on his heart felt sympathy to Val, Ian, Alistair, Tups and Alex., from Graham and Margie. Clive and I were also very sad, he was a good man that until the end had a long healthy life and we must thank the Lord for that.

It is with regret that I have to inform you of the death of Leonard Charles Howe MC. He suffered a massive stroke at his home in Garden Park, Bulawayo on the 3rd of January 2010 and succumbed the following day. He was 93 years old and survived by his wife Margaret to whom we pass or sincere condolences.
Len was an active member of the Police Reserve between 1954 and 1965, during which time he served as i/c Police Reserve Reconnaissance Unit in Bulawayo.
He was a keen member of the Regimental Association and, although wheelchair bound, made a point of attending the Annual Luncheon.
Len had seen active service in Italy during the 2nd World War with the Royal Armoured Corps, winning the Military Cross.
A funeral service will be held on Tuesday the 9th February 2010 at 10.30 am at the Church of Ascension in Hillside

The great news is that your Suburbs Neighborhood watch is working, a BIG thank you the residents, who have pledged their support and money. We have made many arrests for various mist-demeanors.
A big thank you to our guards who do the patrolling; keep up the good work. (We need some donations to help give them something for the time they spend out on patrol).

Then, when, and only when, ZESA (in particular), Tel One, Municipalities and like organisations have "their ducks in a row" (realistic rates etc etc), and can give us a normal service (regular accounts, readings, refuse removal etc etc etc), they all start with a clean sheet - zero'ed accounts - and keep the sheet clean! No more unrealistic "estimated" accounts, and allowances must be made for no power at all (power cuts and power failures / faults).

I do agree with all the power complaints, Khumalo certainly seems to get hit badly, CBD are now starting to have power cuts but not many. I chuckle at myself everytime we do have power as I find myself automatically walking into semi dark rooms!!!! I guess the candle industry is booming. Takes me back many years , like 60 0dd!!
Anyway here's hoping for a lot of improvement. I must add that everytime I try and fix the potholes at the Edward, Coghlan intersection some fool removes the filling???? No one else who uses the road makes the effort?

I am making it my mission to inform as many people as possible about the dangers of driving the Beitbridge - Harare road.
I urge you to please forward this warning email to everyone on your mailing list to spread the word and warn motorists using this highway.
The stretch of road between Beitbridge and Masvingo is particularly bad with gangs of thieves waiting, hiding in the bushes. Travelers should NEVER stop along this route and especially at a Lay-by.
On Sunday morning, 31st January 2010, I was driving my two sons back to the border from Mwenezi, which is in the south of Zimbabwe about an hour 15mins away from the border. 30kms from Beitbridge, we noticed a vehicle headed straight for us and the vehicle stopped in the middle of the road making it impossible for us to pass either side of him. We immediately thought we were being 'ambushed' as we are aware of the criminal activity that occurs along this road, but proceeded with caution until we came alongside the vehicle. To our horror there was a man seated in the drivers' seat covered in blood. This is a Zimbabwean man with a Zimbabwean registered vehicle, not that the thieves pick and choose, they will attack ANY VEHICLE THAT STOPS! He had been savagely beaten with two broken arms, a broken leg and severe lacerations to his head. I still do not know how this man managed to drive a 'manual' vehicle in his condition?
The thieves hide in waiting in the bushes (lay-bys being particularly bad spots) and wait for the next unsuspecting victim. It doesn't matter how many passengers are in the car - the thieves are there and WILL attack any vehicle that stops! Do not let YOUR loved ones be the next victims?

STATEMENT BY
THE CHAIRMAN OF
THE RADIO DIALOGUE TRUST
It is now one and a half years since the three political parties arrived at The Global Political Agreement (GPA). The issues on which agreement was reached include 'the immediate processing of all applications for registration in terms of the Broadcasting Services Act '.

Radio Dialogue submitted its application to the Broadcasting Authority of Zimbabwe in January 2005. Along with applications from all other potential radio stations, this was refused.
When the Inclusive Government was formed last year, we were therefore expecting the immediate processing of our application.

For five years now, Radio Dialogue have been meeting with government on the issue of community radio licensing. The GPA brought great hope that, at last, licences would be issued. For sixteen months now the people of Bulawayo have been waiting the Inclusive Government to fulfill its promises. But this has been in vain.

The community of Bulawayo want to hear Radio Dialogue broadcasting, and we are now losing patience with government. There has been a lot of talk, but no progress whatsoever, in implementing the GPA as far as broadcasting is concerned. We are losing confidence in the Inclusive Government's desire, or ability, to complete the liberation of our nation by freeing the airwaves.

We do not even know whether there is a legitimate Broadcasting Authority in place. One has been announced by the Minister, but then rejected by the Deputy Minister and the Prime Minister. Who is to call for and process any applications?

Government continually complains about broadcasts beamed in from outside the country. The best way to deal with these is to license new stations to broadcast inside Zimbabwe.

In the current state of confusion within the Ministry of Media, Information and Publicity: with its inability to put Article 19 of the GPA into effect, with its inability to constitute a legitimate Broadcasting Authority, with its inability to grant licences, are we to assume that we should now commence broadcasting without a licence? The people of Bulawayo want the airwaves to be freed!

Recognising the importance of the right to freedom of expression and the role of the media in a multi- party democracy.
Noting that while the provisions of the Broadcasting Services Act permit the issuance of licences, no licences other than to the public broadcaster have been issued. Aware of the emergence of foreign based radio stations broadcasting into Zimbabwe, some of which are funded by foreign governments.
Concerned that the failure to issue licences under the Broadcasting Services Act to alternative broadcasters might have given rise to external radio stations broadcasting into Zimbabwe. Further concerned that foreign government funded external radio stations broadcasting into Zimbabwe are not in Zimbabwe's national interest.
Desirous of ensuring the opening up of the air waves and ensuring the operation of as many media houses as possible.
19.1 The Parties hereby agree:-
(a) that the government shall ensure the immediate processing by the appropriate authorities of all applications for re-registration and registration in terms of both the Broadcasting Services Act as well as the Access to Information and Protection of Privacy Act;
(b) all Zimbabwean nationals including those currently working for or running external radio stations be encouraged to make applications for broadcasting licences, in Zimbabwe, in terms of the law;

5 Year History of Radio Dialogue's Engagement with Government
in Efforts to Obtain a Broadcasting Licence
In January 2005, Radio Dialogue submitted to the Broadcasting Authority of Zimbabwe (BAZ) an application for a broadcasting licence. This application was refused, as were applications from all other potential radio stations.
In February 2006, the Parliamentary Portfolio Committee on Transport & Communications (PPCTC) toured the Radio Dialogue studios, held discussions with Trustees, and presented its report to Parliament. Among other issues the report, stated 'BAZ was looking forward to flighting the new adverts for TV and radio stations by June 2006'. This never happened.

In May 2006, at the request of the Parliamentary Portfolio Committee, Radio Dialogue submitted proposals for amendments to the Broadcasting Services Act (BSA).

In October 2007, the Minister of Information and Publicity informed MISA that BAZ would invite licence applications by the end of that year. This did not happen.

In December 2007, BSA was amended, incorporating most of Radio Dialogue's proposals. These included moving the responsibility for appointing BAZ members, from the Minister, to the President; nine after consultation with the Minister and the Committee on Standing Rules and Orders, and three from a list submitted by the Committee on Standing Rules & Orders.

In April 2009, the Minister of Media, Information and Publicity toured Radio Dialogue studios, and held discussions with Trustees and staff. This was encouraging.

In May 2009, at the invitation of the Minister, Radio Dialogue, sent representatives to attend the government organised Zimbabwe Media Stakeholder Conference. In his closing remarks, the Deputy Minister of Media, Information and Publicity announced that BAZ will be appointed to licence other broadcasters. The same conference also recommended that all members of BAZ be nominated by the Parliament Standing Rules & Orders Committee.

In October 2009, along with other members of the Zimbabwe Association of Community Radio Stations (ZACRAS), we held further encouraging discussions with the Minister, Deputy Minister and Principal Director at the Ministry of Media Information & Publicity.

The same month, either ignoring or unaware of the amendments made to BSA, the Minister unilaterally appointed members to BAZ. These appointments were immediately rejected by the Deputy Minister and subsequently by the Prime Minister.

TO ALL THOSE THAT HAVE A FLY PROBLEM

Hospitality Industry, Camping, Homes, Businesses.... ANYWHERE!!!

We recently went out to a restaurant with some friends for Sunday breakfast, and while we sat in the patio, we happened to notice ZIPLOC baggies attached to the restaurant's patio wall. The bags were half-filled with water, each bag contained four pennies, and were all zipped shut. Out of curiosity, we asked the waiter about the baggies. We were told that they kept the flies away. Naturally, we became even more curious. So we actually watched. Sure enough, some flies came in the open window, and then flew out again, and there were absolutely no flies in the open patio eating area the entire time we were in the restaurant!

Upon getting home, I checked it out on Google and saw several comments from various people who swore that ZIPLOC baggies half-filled with water and a few pennies when attached over entryways will repel flies. Some commented that it also works for wasps. One particular comment on Google shed light on how and why it works. The comment posted on 5/26/2009 said:

My research found that each of the millions of molecules of water presents its own prism effect and given that flies have a lot of eyes, to them it's like a zillion disco balls reflecting light, colors and movement in a dizzying manner. When you figure that flies are basically prey for many other bugs, animals, birds, etc., they simply won't take the risk of being around that much perceived action. I moved to a rural area and I thought these "hillbillies" were just yanking my city boy chain but I tried it, and it worked immediately. We went from hundreds of flies to seeing an occasional one, but it didn't hang around long.
